Any licensee must request and receive permission from the city council to have on the premises any live bands or entertainment. The licensee or representative should make such request at a regularly scheduled city council meeting, for a specific date and hours. The city council, in determining whether to grant such request, may take into consideration the past history of the licensee for compliance with the terms of this chapter for fights or disturbances on the premises, the likelihood that the requested event will result in public disturbances, and such other considerations concerning public peace and welfare that the city council deems appropriate, and may refuse permission for such event on a case by case basis.
