3-1-8: CONDITIONS OF LICENSE:
   A.   Location Restrictions:
      1.   No license shall be issued for sale at retail of any alcoholic beverage at a location prohibited by 235 Illinois Compiled Statutes 5/6-11, as amended.
      2.   A location may be changed only upon written permit to make such changes issued by the city council. (Ord. 314, 1994)
   B.   Hours Of Sale: It shall be unlawful on class A, B, C or E licensed premises to sell or offer for sale at retail or allow the consumption of any alcoholic beverages except during the following hours:

12:00 P.M. - 12:00 A.M.
 
      1.   When December 31 falls on Sunday, such hours to be from twelve o’clock (12:00) P.M. to two o’clock (2:00) A.M. New Year’s Day.
      2.   In connection with this provision as to hours of operation, such hours of operation in the case of class A and C licensees shall be construed to mean that the licensed premises shall be closed, vacated and locked as of the hours specified above. Class B and E licensees may remain open for sale of items other than alcoholic beverages.
   C.   Display Of License: Every licensee shall cause his license to be framed and displayed in plain view in a conspicuous place on the licensed premises.
   D.   Transfer Of License: Any person, having a license under this chapter who ceases to sell alcoholic beverages under said license may transfer it to any qualified person with the consent of the city council pursuant to the same criteria as used for proposal of new licenses under this chapter. The proposed transferee shall make an application and file a bond in like manner as an original applicant. After initial approval of application, no license fee paid to the city shall be returned to the licensee under any circumstances or conditions.
   E.   All Fees Current: It shall be a condition of each license that all city fees and charges, including, but not limited to, water and sewer charges, be current on the licensed premises. By "current" is meant that there are no unpaid fees past the due date of any bill. No liquor license shall be issued or renewed for any calendar quarter unless all such fees are current at commencement of the license and at the start of such quarter. Failure to be current for any quarter shall automatically and without any action on the part of the city revoke the license at the commencement of the quarter, and any sale of alcoholic beverage by the licensee during the quarter for which such fees are not paid shall constitute a violation of this chapter.
