9-1-6-4: CEMENT AND STEEL REINFORCING SPECIFICATIONS:
   A.   Portland cement shall conform to the Standard Specifications and Tests for Portland Cement adopted by the American Society for Testing Materials, published in pamphlet form as C150-44.
   B.   Steel used as reinforcement for concrete shall conform to the specifications of the American Society for Testing Materials, "Standard on Cement," 1944 edition. (1964 Code § 291)
