Proportioning of the various load-carrying parts of buildings and structures shall be governed by working stresses conforming to good engineering practice as set forth in the 1943 edition of the Building Code, recommended by the National Board of Fire Underwriters, except in cases where the recommendations are in conflict with the specific requirements of this Chapter.
