Any person violating any provision of this chapter may be fined as provided in the general penalty provisions of section 1-4-1 of this Code. Each day in which any such violation continues is deemed a separate offense. In addition the City may file a small claim action in Circuit Court for the amount of the unpaid charges, costs and fees, and may avail itself of the remedies as set forth in the involuntary service discontinuance and lien section herein.
