8-1-7: TERMINATION OF CITY SERVICE:
   A.   Notice To Terminate Service: Any user requesting a termination of service shall give written notice to the city clerk ten (10) days prior to the time such termination of service is desired. Responsibility for payment for water and/or sewer service prior to the date of termination shall remain with the property owners, and if occupants and as user. There shall be no charge for transferring the water and/or sewer service to the subsequent user.
   B.   Disconnection Procedures: In all cases where a property owner desires to disconnect from city water service on its property, the following procedures will apply:
      1.   Property owner will notify the city clerk who will cause the water service to be disconnected. There will be no permit fee unless the shutoff is requested to be done after working hours, in which case a fee of twenty five dollars ($25.00) will be charged.
      2.   It shall be the responsibility of the property owner to disconnect all preexisting septic systems by means of physically removing or blocking existing sewer or tile lines on both sides of the existing septic tank or cesspool, as the case may be, and fill the septic tank or cesspool with sand.
      3.   The city shall make an inspection to ensure that the procedures have been followed.
      4.   If the property owner shall at a future date desire to reconnect to the sewer and water system, all procedures for reconnecting as provided in this title, shall be followed. Provided however, in the case of temporary disconnections by homeowners for vacation or related absences, no reconnection application or fee shall be required, unless such reconnection is requested to be done after working hours, in which case a twenty five dollar ($25.00) fee shall be charged.
