A. Application: Any person desiring to make any connection with the waterworks and sewerage system or plant for their water service, or have the use thereof shall first make application through the city clerk upon a blank form or forms furnished by the city. With regard to such application and installation, the following shall apply:
1. The application shall be signed by the owner of the property, and shall contain the name, address and driver's license of the applicant, the address of the service connection, if different from the applicant's address, and shall contain an agreement on the part of the applicant that all the rules, regulations, conditions and provisions of any ordinance relating to the waterworks and sewerage system will be complied with; that all water and sewerage rates, assessments and rents and fines and penalties assessed, charged or imposed against the applicant upon the property described in the application will be paid. In the case of new construction, the application shall be made at the same time as the application for a building permit as required in this code, and no building permit will be issued without a permit hereunder having first been issued. When the applicant hereunder has complied with all the provisions of the ordinances of the city, and the city has approved the application, and all applicable permit fees have been paid, a written permit shall then be issued by the city clerk authorizing the connection to be made and specifying the size thereof.
2. No connections with the water main shall be made without a permit being issued and twenty four (24) hours' notice having been given to the superintendent or his duly authorized representative. The permit and inspection fee for any water service connection shall be four hundred dollars ($400.00), provided however that with respect to connections to water mains privately owned and maintained in manufactured home districts, the permit and inspection fee for such connections shall instead be one hundred dollars ($100.00). City inspections as set forth in subsection A3 of this section shall be required in such instances. The fee shall cover the cost of a connection to a main and installation of a three- fourths inch (3/4") water service line from the main to the owner's property line and installation of a curb stop and box. It shall include the furnishing of a meter for single- family residence service. In addition, if the water line to be connected is more than three-fourths inch (3/4") in diameter or a larger meter is required, an extra fee shall be charged in addition to the charge as set forth above, which shall consist of the cost of the connection and/or meter to the city over and above such cost. All such connections shall be made and all such work shall be done by persons duly authorized by the city.
3. Prior to covering any water service lines after installation of same, the applicant will notify the city, which will then cause the proposed water service line to be inspected by a city representative.
4. Permit requirements for connections to the city sewerage system shall be in accordance with chapter 3 of this title. (Ord. 544, 4-14-2008)
5. When the applicant hereunder has complied with all the provisions of the ordinances of the city, and the city has approved the application, and all applicable permit fees have been paid, a written permit shall then be issued by the city clerk authorizing the connection to be made and specifying the size thereof.
B. Transfer Of Existing Service:
1. Any person may request a transfer of an existing service to a new user by making application to the city clerk. Such application shall be signed by the owner of the property (unless the owner has filed with the city an authorization for assent to all water service applications by his or her tenants), and shall contain the name, address and driver's license of the applicant, the address of the service connection, if different from the applicant's address, and shall contain an agreement on the part of the applicant that all the rules, regulations, conditions and provisions of any ordinance relating to the waterworks and sewerage system will be complied with; that all water and sewerage rates, assessments and rents and fines and penalties assessed, charged or imposed against the applicant upon the property described in the application will be paid.
2. In the case of an applicant for transfer of an existing service who is an existing user or a former user, and who in either case has no outstanding amount due the city for water or sewer service, no application permit fee shall be due.
In the case of an applicant who is an existing or former user who in either case has an outstanding amount due the city for water or sewer service, the outstanding amount shall be paid to the city before the transfer is allowed. Also in such case, and in the case of a new user (no previous usage of the city water and sewer service), a nonrefundable seventy five dollar ($75.00) permit fee shall be paid at the time of application.
