A. Discharging Prohibited: It is unlawful to discharge any firearms, air gun or bows and arrows in the city; provided, that this section shall not be construed to prohibit any officer of the law to discharge a firearm in the performance of his duty, nor to any citizen to discharge a firearm when lawfully defending his property or person; and provided further, that this section shall not prohibit the use of bows and arrows in a duly authorized physical education class under the supervision of a qualified instructor.
B. Exception: Notwithstanding the foregoing, use of bows and arrows is allowed on the city dump premises, at a site thereon to be approved by the city and with both targets and equipment to be provided by the user, for any city resident who has preregistered with the city clerk. Access to the premises and times and regulations regarding use shall be according to city policy as set by the commissioner in charge of the city landfill, or by the city council.
