It shall be unlawful for any person to own, keep, harbor or possess more than four (4) dogs or more than four (4) cats or more than four (4) of any species of animal in any one dwelling unit or the premises surrounding a dwelling unit. It shall be unlawful for the owner of any premises to permit any person to own, keep, harbor or possess more than four (4) dogs or more than four (4) cats or more than four (4) of any species of animal in any one dwelling unit or the premises surrounding a dwelling unit.
