§ 130.03  PROHIBITED ACTS CONSTITUTING CIVIL INFRACTIONS.
   No person shall:
   (A)   Intentionally smell or inhale the fumes of any substance releasing toxic vapors for the purpose of causing a condition of euphoria, excitement, exhilaration, stupefication, or dulled senses; or to possess, buy or use any such substance for the purpose of violating, aiding or abetting another to violate this section;
   (B)   Be under the influence in any public place of any drug, any other exhilarating or stupefying substance, or any combination of substances mentioned herein;
   (C)   Discharge, throw, propel or shoot any firearm, air rifle, air pistol, bow and arrow or other objects in a manner to cause harm or destruction to persons or property in the city or hunt any animals in the city. However, firearms, air rifles, air pistols and bows and arrows may be discharged at a duly established range, the operation of which has been approved by the City Council;
   (D)   Fire, discharge, display or possess any fireworks except of the type permitted by state law;
   (E)   Wilfully and/or maliciously destroy, alter, rearrange, or move public or private property without the consent of the owner thereof;
   (F)   After being warned to remove himself/herself from the premises normally open to the public, or to stay off said premises by the owner or a duly appointed agent of the owner, which could include an officer of the Department of Public Safety, either remain on the premises or go upon the premises contrary to the warning;
   (G)   Intentionally obstruct vehicular or foot traffic on any street, sidewalk or place by collecting in groups thereon, for any purposes or obstruct movement of foot or vehicular traffic by placing objects on the street or sidewalk;
   (H)   Sit or place himself/herself upon vehicles, walls, fences, signs, or other structures along a public right-of-way or a parking lot open to public use;
   (I)   Enter or be found in a public park after closing hours;
   (J)   Smoke cigarettes, cigars or pipes in any municipal building when signs have been posted in conspicuous places therein that smoking is prohibited;
   (K)   Attach himself or herself to a moving automobile while the same is traveling on a public street;
   (L)   Drink intoxicating beverages on any public street, sidewalk or any public place unless such use is permitted by City Council or Michigan Liquor Control Commission;
   (M)   Possess or consume intoxicating beverages if such person is under the age of 21 years.A police officer who has reasonable cause to believe a person less than 21 years of age has consumed alcoholic liquor may require the person to submit to a preliminary chemical breath analysis. A legal presumption shall be made by the court that the person less than 21 years of age has consumed or possessed alcoholic liquor if a preliminary chemical breath analysis or other acceptable blood alcohol test indicates the person's blood contained .02% or more by weight of alcohol. A person less than 21 years of age who refuses to submit to a preliminary chemical breath test analysis as required in this subsection is responsible for a civil infraction;
   (N)   Swim in the Cheboygan River where prohibited by signs or any area of the river north of the lock and dam;
   (O)   Deposit refuse in a dumpster or other receptacle on public property or private property without permission;
   (P)   Place advertising on or inside of vehicles parked on any street, alley or public way.
