The licensee shall regularly and daily operate his licensed taxicab or motor vehicle for hire during each day of the licensed year to the extent reasonably necessary to meet the public demand for such service. Upon complete abandonment of service for a period of ten consecutive days by any licensee, the City Manager may revoke the license upon a hearing after not less than three days' notice thereof by registered mail to the last known address of the licensee.
