In addition to the requirements of § 110.21, an applicant for a junk dealer license shall not be granted the same:
(A) Except upon resolution of the City Council;
(B) Except upon the approval of the Chief of Police/Director of Public Safety and the Health Officer;
(C) For conducting such business on a vacant lot or in a partially enclosed structure unless such property is enclosed with a properly maintained, tight, board or other type of fence in accordance with all the specifications of the City Engineer to protect the health, welfare and safety of the public;
(D) If contrary to the zoning ordinance.
