No person shall construct or repair any sidewalk except in accordance with the lines, grade, slope and specifications established by the Department of Public Works and without first procuring a permit from the Department of Public Works. Permits shall be prominently displayed on the construction site. Permits shall be subject to all provisions of §§ 98.01 through 98.32 with respect to permits issued under this chapter.
