(A) No person shall obstruct or encumber any street, alley or any public place with any article or thing whatsoever.
(B) No person shall drop, throw, deposit or scatter any earth, ashes, shavings, sawdust, hay, leaves, refuse, rubbish, straw, chips, stones, bricks, ice, dirt, manure, filth or any other loose material or articles in any street, alley or public place, nor shall any person permit such substances, things and articles to spill, drop or be blown about from any vehicle while hauling same in any street, alley or public place.
