§ 98.03  RESTORATION COSTS; BOND REQUIRED.
   (A)   Each applicant for a permit to open a street shall pay, in addition to the permit fee herein required, the estimated cost of restoring the surface of the street to its proper condition, which cost shall be determined by the Council, upon recommendation of the City Manager.
   (B)   No permit shall be granted for the doing of any work under this chapter until a bond or policy of insurance has been filed with the Department of Public Works, as herein provided. The bond or policy of insurance shall be in the sum of $1,000, unless a larger bond shall be required by the Council at the time any permit is granted by it upon appeal. All bonds or policies of insurance shall be conditioned to pay all damages to the streets of the city or to hold the city harmless of every other damage of every other nature, whether to persons or property, for which such city may be held liable by reason of, or which is occasioned by, the doing of a thing or the exercise of the privilege for which the permit upon which the bond or policy of insurance was based, was granted.
