No person shall conduct such public bathing beach or bathhouse unless the bathing water, drinking water, buildings and equipment of said beach and bathhouse shall be and remain in sanitary condition, nor permit or allow clothing to be changed upon the premises except in an enclosed building, nor permit the sale or use of intoxicating liquors or beverages upon the premises.
