Parks shall be open to the public during hours which shall be established by resolution of City Council from time to time as may be necessary to protect public property and the safety, health, morals and welfare of the public. Signs shall be erected or otherwise posted in conspicuous places within or near respective parks which shall indicate to the public the times of opening and closing of same. Any person who enters a park during hours which a park is closed to the public shall be guilty of a misdemeanor if notice to that effect is erected or otherwise posted in conspicuous places within or near a respective park.
