Sec. 5.  SUPERVISORS.
   At the first meeting of the City Council under this charter the members thereof shall determine by lot which member thereof, among those whose terms expire in 1952, shall not represent the city on the Board of Supervisors. The provisions of this charter as to supervisors shall apply thereafter.
