Sec. 3.  FIRST ELECTION UNDER THIS CHARTER.
   For the purpose of nominating and electing officers, this charter shall take effect October 4, 1950, which shall be the first day upon which nomination petitions may be filed with the Clerk for the officers first to be elected under this charter. All such petitions must be filed not later than 4 p.m. on October 19, 1950, and all nomination procedures shall be as provided in this charter. The City Clerk shall on October 4, 1950, make available petition forms for the officers to be elected at the first election under this charter.
   The first election of officers under this charter shall be held on Tuesday, November 7, 1950, in conjunction with the election on the adoption of this charter. At this election, the electors shall be entitled to vote for not more than seven (7) candidates for the City Council. The three candidates receiving the 1st, 2nd and 3rd highest number of votes respectively shall be declared elected for a term ending in 1954, and the four candidates receiving the 4th, 5th, 6th and 7th highest number of votes respectively shall be declared elected for a term ending in 1952. Thereafter, the provisions contained in this charter on the election and terms of councilmen shall govern.
   Terms of officers elected at this election shall expire on the Monday next following the date of the regular city election in the year in which the terms of the various officers expire.
   Notwithstanding the provisions of the existing charter of the city or of this charter, a canvass of the election to be held on Tuesday, November 7, 1950, shall be made on Thursday evening, November 9, 1950, at the city council room by the then existing city council.
   No Justice of the Peace shall be elected under this charter until the regular municipal election of 1952 as provided in this charter and all provisions of this charter concerning the office of Justice of the Peace inconsistent with the tenure of the present incumbent shall be deemed to be delayed in taking effect until the beginning of such term.
