9-4-2: PERMIT AND INSPECTION REQUIREMENTS:
   A.   Permit And Inspection Required:
      1.   From and after the effective date hereof, it shall be unlawful to install or alter the electrical equipment or cause the same installation or alteration to be done to a building or an area adjacent thereto within the Village without having an electrical permit therefor from the inspector for the Village.       2.   No electrical permit shall be issued until the inspector for the Village has been notified that installations or alterations of electrical equipment are to be made, naming the person contemplating such work, the proposed time of the commencement of such work, the location of such work, the estimated cost of such work, along with the permit fee, if any, and express written permission allowing the inspector to enter upon said location where such work is contemplated at any time the inspector shall deem proper for the purpose of inspecting the electrical work; provided, that any refusal of the permission to enter upon said premises shall constitute a revocation of the permit; provided further, that whenever it appears to any person contemplating such work that the proposed time for commencement of any such work shall become different than that to which the inspector has been notified, it shall be necessary to notify the inspector of such different time at least three (3) days prior to commencing the proposed work; provided further, that all notices required in this subsection A2 shall be in writing, signed by the person contemplating the work, unless the inspector shall, in his discretion, issue the permit on oral notice. All proposed electrical installations or alterations shall be in accordance with the general and specific standards and specifications in section 9-4-3 of this chapter before such permit shall issue.    B.   Permit Fees: The inspector for the Village shall charge no fee for the permit for installation or alteration of electrical equipment where the total cost of such installation or alteration is not more than five dollars ($5.00), but shall charge the following amounts for the following total costs of installation or alteration: (1990 Code § 14.404; amd. 2019 Code)
      1.   A fee of ten dollars ($10.00) for installation or alteration of electrical equipment which total cost shall exceed fifty dollars ($50.00) but not exceed one hundred dollars ($100.00).
      2.   A fee of twenty dollars ($20.00) for installation or alteration of electrical equipment which total cost shall exceed one hundred dollars ($100.00) but not exceed five hundred dollars ($500.00).
      3.   A fee of fifty dollars ($50.00) for installation or alteration of electrical equipment which total cost shall exceed five hundred dollars ($500.00).
      4.   A fee of eighty dollars ($80.00) for installation or alteration of electrical equipment in commercial buildings. (1990 Code § 14.404)
   C.   Revocation Of Permit; Appeal:
      1.   The inspector for the Village is hereby empowered to revoke the electrical permit of any person to whom such has been issued if and when such person shall fail to make such electrical installation or alteration in accordance with the general and specific standards and specifications in section 9-4-3 of this chapter.
      2.   When the electrical permit has been revoked, either orally or in writing, it shall be necessary for the person to appeal such revocation by notifying the Village President in writing within ten (10) days of such revocation. The appeal shall be heard before the Village Board of Trustees at their next regularly scheduled meeting. The Board shall be empowered to take testimony at such time and shall render a decision thereupon by a vote of yea and nay. A majority vote of the Trustees present is required to reverse the revocation of the inspector for the Village. Continuances on the hearing shall be granted for good cause shown.       3.   If an appeal is not taken from the revocation or the appeal, if taken, does not reverse the revocation, this shall have the effect of rendering the permit issued null and void from its very inception, and the person shall remove the electrical equipment or be in violation of this chapter and subject to the penalties hereinafter provided.    D.   Penalty: Any person guilty of installing or altering electrical equipment without a permit so to do shall be fined not less than five dollars ($5.00) nor more than fifty dollars ($50.00) for each offense. Each day that said offense occurs shall be considered a separate offense. (1990 Code § 14.410)
