The language of this chapter shall be interpreted in accordance with the following rules of construction:
(A) Where the context admits, the singular number includes the plural and the plural, the singular.
(B) The word SHALL is mandatory, while the word MAY is permissive.
(C) All measured distances shall be to the nearest integral foot. If a fraction is one-half or less, the integral foot next below shall be taken.
(D) Whenever a word, a phrase or a term defined hereinafter appears in the text of this chapter, its meaning shall be construed as set forth in the definition thereof.
