The rules and regulations proposed to the village and contained in the “Chatham Police Department Duty Manual,” adopted September 25, 1979, a copy of which is attached to Ordinance 79-36 and which is hereby incorporated by reference, are approved, and adopted and declared to be binding upon all personnel of the Police Department, both sworn and civilian.
