It shall be unlawful for any person to advertise or otherwise to represent for sale or to sell any goods at a bankruptcy, executor's, administrator's, receiver's, or trustee's sale, except pursuant to and in compliance with federal or state statutory authority or judicial process, or at an assignee's or insolvent's sale except where there is a bona fide assignment for the benefit of creditors.
