Inoperable motor vehicles which are on public property, a street or a highway, are hereby declared a nuisance. They shall be towed or otherwise dealt with by the Police Department in accordance with procedures set forth in 625 ILCS 5/4-201 et seq. of the Illinois Vehicle Code, which is herein incorporated by reference, together with all future amendments thereto.
