All expenses connected with the removal, trimming, or alteration of trees, shrubs, or other growing vegetation shall be borne by the party or parties upon whose property the offending trees, shrubs, or other growing vegetation may be located. The collection of the expense shall be enforced as provided by statute for the collection of special assessments.
