§ 95.01 SIDEWALKS; COSTS.
   (A)   One-half of the cost of any sidewalk with a standard width of three feet, in front of each of the several and respective lots, tracts, or parcels of land, contiguous to and abutting upon the line thereof, shall be paid by special taxation on the lots, tracts, or parcels of land according to their frontage. The remaining one-half of the cost of the sidewalk of the standard width of three feet, together with the total cost of constructing approaches and street crossings, shall be paid by the village out of the village fund of the village, raised by general taxation upon the property thereof not otherwise appropriated.
   (B)   Should the owners of the lots or parcels of land petition for a sidewalk greater in width than three feet, the cost above and beyond the cost of the standard width of three feet shall be paid entirely by special taxation upon the parcels of land according to their frontage.
