Whenever the federal, state, or county governments or any agency or officer thereof or whenever any person, firm or corporation shall offer to the village services, equipment, supplies, material or funds by way of gift or grant for purpose of Emergency Management Operations, the Village Board may authorize any officer of the village to receive such services, equipment, supplies, materials, or funds on behalf of the village.
