Any person damaging any facilities of the village electric distribution system as described in this chapter shall be liable to the village for all damages which the village may sustain. The measure of liability shall be the cost of repairing or replacing the facilities as damaged, including costs of material and labor. Where an electrical meter has been altered or bypassed, the measure of liability for damages shall also include estimated charges for unmetered electric service.
