(A) When the public sewerage system of the village is not available under the provisions of § 50.177, the building sewer shall be connected to a private sewage disposal system in compliance with the "Private Sewage Disposal Licensing Act," effective July 1, 1974, as amended (225 ILCS 225/1 et seq.).
(B) When the public sewerage system of the village becomes available to any person using a private sewage disposal system, the building sewer shall be connected to the public sewer within 60 days of the date of such availability and the private sewage disposal system shall be disconnected. A private sewage disposal system shall not be abandoned in such a fashion as to create a health or safety hazard or in violation of federal, state, or local environmental control, health, or safety laws, rules, or regulations.
