It shall be unlawful for any person to interfere in any manner with any water main, fire hydrant, service pipe, water meter, buffalo or shut-off box, water pipe connected with the village water distribution system, or any transmission line, transformer, or portion of the village electrical distribution system without a permit therefor obtained as provided in this chapter.
