When utility service has been disconnected under the provisions of this or any other ordinance, the service may not be reconnected until all prior charges of that customer or account have been paid; an application for service is made requesting the service as provided by ordinance, and any deposit required has been paid; and a service charge for the reconnection, if applicable, has been paid.
