(A) The purpose of this article is to establish an orderly system of rules and procedures under which members of the general public, and educational and governmental institutions, will have the opportunity to produce and present local cable programming. The City of Charlotte's (hereinafter "city") goal, acting through its Cable Access Committee, is to provide a means for residents of our area to develop programming, receive information and communicate on issues.
(B) This article is intended to extend all access programming regardless of where the programming was produced. To assure compliance with this article, each individual or group seeking to present programming on the system must sign a statement indicating that this article has been read, understood, and will be followed.
