The Charlotte Volunteer Fire Department of the city shall be organized and conducted as stated in the constitution and bylaws of said department. Changes to these documents shall be approved by the 2/3 vote of the members of the Volunteer Fire Department at a regular business meeting and shall be adopted unless the City Council shall take action within 60 days after written notification of the proposed change. If the City Council denies these changes, or in any way proposes to alter the constitution and by-laws, 60 day notice must be provided, in writing, a public hearing must be held, and no action may be taken by the City Council without the affirmative vote of 5 of its members.
