No block shall exceed 1,200 feet in length, nor be less than 500 feet long, unless the developer can satisfy the Commission of the necessity for variation from these standards.
(A) Blocks over 750 feet in length shall have a mid-block walkway not less than ten feet in width dedicated to public use, connecting the roadways on either side to provide proper access to schools, shopping centers, playgrounds and other roadways and facilities.
(B) Double-frontage or through lots will not be permitted. Blocks shall be of sufficient width to allow two tiers of lots of appropriate depth for buildings and required yards. Where it is patently impossible to meet this provision, the Commission may require such buffer strips, screen planting or other necessary measures to protect property values and the public interest.
(C) No lot shall have less width or area than required by zoning regulations applying to the district in which the lot is located. All lots shall be of such shape as to provide appropriate building space while observing all district stipulations as to building set-back lines and yard widths, depths and spaces.
(D) Roadway lights shall be required to be installed at least every 300 feet along all roadways, at all roadway intersections and at all intersections of roadways and mid-block walkways.
