§ 153.06 FINAL PLAN.
   The roadway layout shall be in substantial agreement (this means except for minor detail) with the approved preliminary plan. A plan and profile shall be made of each roadway, alley and off-roadway drainage ditch or facility.
   (A)   A typical roadway (or roadway) section shall be shown for each width or type of construction proposed within the subdivision. This section shall extend from property line to property line (i.e., the entire dedicated width of the roadway) and shall indicate proposed construction of each feature or appurtenance as follows:
      (1)   Width and crown characteristics of the paved roadway;
      (2)   Construction of pavement, with thickness and gradation of each course; the method of construction of each course, from insulation course to wearing surface inclusive;
      (3)   Type and height of curbs; width of any grass plots between curbs and sidewalks; width, thickness and construction of sidewalks; and treatment of any space between sidewalks and property lines; and
      (4)   Where no storm sewer system is to be installed, the cross-section as required under division (A)(3) above shall omit the curbs and show width and slope of shoulder, typical ditch sections in both cut and fill conditions, with side slopes and back slopes shown, and location, width and thickness of sidewalks. Treatment of any intervening areas between the roadway and property lines shall also be detailed. Typical conditions indicting proposed drains under driveways and cross roadways shall also be shown, including criteria as to placement and type of culvert headwalls.
   (B)   The profile shall show the following:
      (1)   Existing ground line by prominent broken lines;
      (2)   Proposed road grades by prominent solid lines, with percent of grades and length of vertical curves;
      (3)   Elevation of proposed road grades to one-hundredth of one foot at every 100 feet station on uniform grades, and at P.C., P.T. and 50-foot stations on vertical curves, and at the center of all roadway intersections;
      (4)   Centerline stationing is to be shown along the bottom of the grid, below the bottom grid-line;
      (5)   Show equation with centerline stationing of intersecting roads or roadways;
      (6)   Show centerline station of culverts and cross drainage structures, with elevation of inverts at inlet and outlet, and the size of the pipe or structure;
      (7)   Side road ditches to be shown by lighter broken lines, with elevation and grades where the proposed roadway ditches do not conform with road grades or typical cross-sections;
      (8)   Detailed cross-sections of ditches not conforming with typical sections;
      (9)   Lengths and grades of other than roadside ditches, existing or proposed, which comprise the remaining increments of the drainage plan. The ground line (top of ditch bank) shall be shown in a solid line, with the flow line shown in long broken lines, if proposed, or solid lines for existing ditches not proposed for grade change. Elevations of the ground and flow lines shall be written in (as for road profiles) on vertical grid lines at the station points, and any breaks in flow line grade;
      (10)   Details of all culverts and structures, including size, type, grades of flow lines and the like as is necessary to compute the flow capacities, shall be shown complete on the drawings;
      (11)   All storm sewer systems and sanitary sewer systems shall be shown complete with stationing, elevations, grades, depth of cover, manholes, catch basins, junction boxes, lamp holes and other appurtenances and incidentals, as is necessary to check the design and capacity of the system;
      (12)   The lowest used floor of buildings, or proposed buildings, which will be served by a sanitary sewer, (i.e., the basement floor level, or first floor of buildings having no basement) shall be plotted on the profile, at the proper location (station wise, at right angles to the sewer line) along the sewer. Floor and outer vertical wall lines of buildings on the far side of the sewer, as viewed from the profile shall be shown in solid lines; and the same feature shall be shown in broken lines on the near side of the sewer. Buildings shall be identified by roadway numbers, or by lot number where roadway numbers have not been assigned; and
      (13)   Sufficient details of all standard and special features shall be shown to enable the engineer to determine with exactness the size, shape and design of such features.
   (C)   All sanitary sewer plans shall comply in every respect with the requirements of the state’s Department of Health and will be subject to review and approval by that Department, in accordance with the statutes.
   (D)   Wherever approved drawings or specifications indicate a certain make or brand, “or equal,” the engineer of the Commission or its authorized representative shall be the final authority in determining equality.
   (E)   Upon approval of the construction plan, as submitted or amended, one approved copy shall be returned to the developer, and this approval shall constitute his or her authority to proceed with construction in accordance with the approved plan.
