(a) Smoking in or upon public facilities where the same is prohibited, is hereby deemed a public nuisance. The Manager shall designate non-smoking areas in or upon all public facilities owned by the Municipality. "Public facilities" means all buildings, other structures, recreational facilities and real property owned by the Municipality.
(b) No person shall smoke any tobacco or other material or have in the person’s possession lighted smoking material in a designated non-smoking area.
(c) Whoever violates this section is guilty of a minor misdemeanor.
