(a) No individual person or company shall collect or cause to be collected, garbage, solid waste, refuse, recyclable commodities and/or yard waste in a residential zone, defined as R-1, R-2, R-3 or R-4 in the Zoning Code of the Codified Ordinances, or within 500 feet of an R-1, R-2, R-3 or R-4 zone, between the hours of 7:00 p.m. and 6:00 a.m. The times set forth herein shall not apply upon trash day as designated by Council.
(b) The Manager, upon receiving a complaint of violation of subsection (a) hereof, shall notify the garbage, solid waste, refuse, recyclable commodities and/or yard waste collector, in writing, that they are in violation of subsection (a) hereof. Any further violation of subsection (a) hereof shall be subject to the fine as set forth in subsection (c) hereof.
(c) Whoever violates subsection (a) hereof shall be fined not more than $500 and costs for each violation.
