521.14 AMOUNTS TO BECOME LIEN UPON PROPERTY.
   (a)   When the City of Chardon orders an owner of property to comply and make corrections upon the property as permitted by state statute or Chardon City Code of Ordinances, the following procedure shall be used:
      (1)   The proper department or city personnel shall notify the owner of property in violation, at the address shown upon the tax records of the Geauga County Treasurer's office, of the violation and shall give the owner a reasonable time for correction, not to exceed 60 days.
      (2)   The notice shall further include an approximate amount that it will cost the owner for him not to correct the violation, and for the City of Chardon to correct the violation.
      (3)   Should the owner fail to correct the violation within the time provided, the City of Chardon may, through its agents or independent contractors, correct the violation.
      (4)   The itemized statement for the amount for the cost of correction shall be sent to the owner as previously provided, and the owner shall have 30 days in which to pay the amount.
      (5)   Upon failure of the amounts to be paid by the owner within the time provided, the Finance Director shall certify the amount to the Auditor and Treasurer of Geauga County for collection with other real estate taxes.
 
   (b)   This section shall apply to all orders relating to, but not inclusive of, lot drainage, debris removal, structural maintenance, cutting of grass and noxious weeds, and all other areas in which the City of Chardon is permitted to require property improvement or correction of the land owner.
