521.10 DIVERSION OF SURFACE WATER; ROOF DRAINAGE; DISCHARGE OF WATER OR SUBSTANCES INTO THE RIGHT-OF-WAY AND STREETS.
   (a)    No person shall wrongfully obstruct any ditch, drain or watercourse along, upon or across a public street, road or highway, or wrongfully divert any water from adjacent lands to or upon a public street, road or highway within the corporate limits of the Municipality.
 
      (b)    No person, being the owner of a building within the corporate limits of the Municipality, shall fail to provide for disposal of rainwater or snow melt water through adequate roof drainage devices, which failure may cause a nuisance or create a hazard.
   (c)   No person shall discharge any water (e.g. roof downspouts, sump pump systems, etc.), substances, or materials of any kind upon or across a public street, road, or highway or into the public right-of-way within the corporate limits of the Municipality, unless such discharge be lawfully connected into the municipal sewer system. This prohibition shall not apply to the City's discharge of fire hydrants, water taps, water, substances, or other materials which are necessary for a public purpose.
   (d)    Whoever violates this section is guilty of a minor misdemeanor.
