(a) No person shall congregate with others on the sidewalk, street corner or within the parks or public grounds with intent to provoke a breach of the peace, or whereby a breach of the peace may be occasioned by the serious annoyance to pedestrians or by threatening, insulting or abusive conduct to them. No person shall refuse to move on when ordered by a police officer.

(b) Whoever violates this section is guilty of a minor misdemeanor.
