No person who resides within the Municipality or uses a bicycle in connection with employment within the Municipality, shall ride or propel a bicycle on any street or highway within the Municipality unless such bicycle has been licensed and a license decal is attached thereto as provided in this chapter, and the person has in his possession a certificate issued to the owner of the bicycle or the consent in writing of the owner of such bicycle to operate the bicycle.
