(a) No person shall stop, stand or park a motor vehicle within ten feet of a fire hydrant or obstruct a fire lane by parking, stopping or standing a motor vehicle, whether such vehicle is attended or unattended, by constructing a fence or other barricade or in any manner whatsoever. A barricade or fence which is readily removable or through which egress may be gained by fire- fighting and rescue equipment and personnel without delay shall not be prohibited by this section. Any such barricade or fence shall not be locked in any manner.
(b) Whoever violates any provision of this section shall be fined not less than $20, nor more than $100, and shall be subject to penalty and waiver provisions of § 345.99 below.
