When divided into two or more clearly marked lanes for traffic or wherever traffic is lawfully moving in two or more substantially continuous lines in the same direction, the following rules apply:
   (a)   A vehicle shall be driven in a shopping center or upon any public grounds, as nearly as is practicable, entirely within a single lane or line of traffic and shall not be moved from such lane or line until the driver has first ascertained that such movement can be made with safety.
   (b)   A vehicle shall be driven in a shopping center or upon any public grounds only within a single lane or line of traffic except (i) when making a left turn under the rules governing such movement, (ii) when an obstruction exists making it necessary to drive outside the lane of travel, or (iii) when otherwise directed by a police officer or traffic control device.
   (c)   Official signs may be erected directing specified traffic to use a designated lane or designating those lanes to be used by traffic moving in a particular direction, and drivers of vehicles shall obey the directions of such signs.
   (d)   Drivers of vehicles in a shopping center or upon any public grounds shall obey the directions of any official traffic control devices installed prohibiting the changing of lanes.
