343.01 PURPOSE AND DEFINITIONS.
   (a)   The purpose of this chapter is to provide minimum standards and regulations to ensure the safe shipment and transportation of radioactive materials and hazardous chemical substances through the City.
 
   (b)   For the purpose of this chapter the following terms, phrases, words and their derivations shall have the meaning given herein. When not inconsistent with the context, words used in the present tense include the future, words in the plural number include the singular number and words in the singular number include the plural number. The word "shall" is always mandatory and not merely directory.
      (1)   "Curie" means an expression of the quantity of radiation in terms of the number of atoms which disintegrate per second; a curie is that quantity of radioactive materials which decays such that 37 billion atoms disintegrate per second.
      (2)   "Millicurie" means one thousandth of a curie.
      (3)   "Motor vehicle" means any vehicle defined as a "motor vehicle" in the Codified Ordinances.
      (4)   "Person" means any individual, partnership or corporation engaged in the transportation of passengers or property, as common, contract or private carrier or freight forwarder, as those terms are used in the Interstate Commerce Act, as amended.
      (5)   "Hazardous chemical" means any substance which is toxic in nature or by man-made process in liquid, gaseous, semi-solid or solid form, and which may be deemed harmful to human and animal life if exposed to the substance. "Hazardous chemicals" shall further mean those substances as defined to be hazardous by the Resource Conservation and Recovery Act of 1976, as amended and as defined by the United States Environmental Protection Agency.
      (6)   "Railroad" means those vehicles which travel over the rail system within the United States.
