947.03 BILLING; FAILURE TO REMIT FEES; REFUSE SERVICES FUND.

The Refuse Contractor and Recycling Contractor shall direct bill each Subscriber. Failure by the Subscriber to remit payment shall be grounds for action by the City for violation of this Chapter.
