311.06 USE OF SKATEBOARDS, ROLLER SKATES AND INLINE SKATES RESTRICTED.
   (a)   Riding a skateboard or using roller skates or inline skates on the Main Street sidewalk is prohibited; use on the Public Square (Chardon Square) is restricted; yielding right-of-way to pedestrians.
      (1)   Prohibited on Main Street. No person shall ride a skateboard or travel by using roller skates or inline skates on the Main Street sidewalk.
      (2)   Restricted use in the Public Square (Chardon Square). Use of skateboards, roller skates or inline skates is permitted on the sidewalks of the Public Square (Chardon Square) and is prohibited in all other areas of the Public Square (Chardon Square) including but not limited to the gazebo/bandstand, water fountain, picnic tables and benches. No jumps or other tricks are permitted on the commemorative brick walkway. The commemorative walkway is the brick sidewalk surrounding the gazebo/bandstand of the Public Square, extending to Court Street on the north and approximately 150 feet to the south.
      (3)   Other areas. In all other areas within the City of Chardon, where a sidewalk is provided and its use is practicable, no person shall ride a skateboard or travel by roller skates or inline skates within the public right-of-way other than upon a sidewalk, and such person shall yield the right-of-way to any pedestrian.
 
   (b)   Responsibility of Parent or Guardian. The parent of any child and the guardian of any ward shall not authorize or knowingly permit that child or ward to violate any of the provisions of this section.
 
   (c)   Penalty. The penalty for violation of this section shall be a minor misdemeanor as set forth in § 303.99, Penalties, a fine not to exceed $100. In addition to the fine which may be imposed herein, the skateboard, roller skates or inline skates of the offender may be impounded for a period not to exceed 30 days for the first offense, 60 days for the second offense and 90 days for the third and any subsequent offense.
