(a) There is hereby levied and assessed upon each sanitary sewer customer a recurring monthly sewer capital improvement fee, as follows:

(b) The sewer capital improvement fee shall be charged beginning with sewer bills generated after June 15, 2018 and shall be charged each month thereafter.
(c) All funds collected shall be credited to a new revenue account code, Sewer Capital Improvement Fee, to be created within the Sewer Capital Improvement Reserve Fund, and used to pay capital improvements and debt service resulting from sewer capital improvement expenditures.
