(a) It shall be the duty of the City Manager through the department of public safety and the department of public service to place and maintain a stop sign at each and every street intersecting a through street under the authority of this code.
(b) The City Manager shall place and maintain all traffic control devices as required under the provisions of this code and may place and maintain such additional traffic control devices as he may deem necessary to regulate, guide or warn traffic, consistent with the provisions of this code.
(c) All signs and signals designated for a particular purpose shall be uniform.
