It shall be the duty of the City Manager through the department of public safety and the police department to enforce the provisions of the traffic code. In the event of fire or other emergency, or to expedite the traffic flow or safeguard pedestrians, members of the police department and fire department may direct traffic as conditions may require, notwithstanding any other provisions contained in this code.
