(a) Applicability. The standards of this section shall apply to dwelling units, commercial buildings, industrial buildings, and institutional buildings in the City of Chardon.
(b) Standards. The foundation, exterior wall, and roof of a building or structure shall be so constructed and maintained and be kept in good repair and in safe condition so that all occupied rooms and other interior areas are weather-tight, water-tight, rodent proof and otherwise fit for human habitation; and shall not adversely affect the neighborhood or area in which they are located. Good repair, maintenance and safe condition shall include but is not limited to the following:
(1) Foundations. Foundations shall support the building at all points and shall be free of all holes and cracks through which rodents, water or dampness may enter the interior of the building or lessen the capability of the foundation to support the building.
(2) Exterior Walls and Surfaces. Exterior walls and other exterior surface materials shall be free of holes, cracks, loose or rotting boards and timbers or any other condition through which rodents, rain or dampness may enter the interior of the dwelling.
(3) Windows. Window glass or an approved substitute that is glazed shall cover each window, without open cracks or holes. Sashes shall be in good condition and fit within frames, be capable of being easily opened and held in position by hardware, and maintained to prevent adverse weather elements from entering the structure.
(4) Exterior Doors. Doors shall be structurally sound, fit within frames, be weatherproof, windproof, and waterproof and be provided with door hinges and door latches which are in good working condition.
(5) Roof. Roof members, covering and flashing shall be structurally sound, tight, prevent the entrance of moisture and be maintained by renewal, repair, waterproofing or other suitable means. Roof drainage shall be adequate to prevent rainwater from causing dampness in the interior portion of the building.
(6) Gutters. Rain gutters, downspouts, leaders or other means of water diversion shall be provided to collect, conduct and discharge all water from the roof and maintained to prevent leaks or dampness in the walls, ceiling, and basement or adversely affect adjacent properties.
(7) Chimneys. A chimney shall be free of cracks, holes or missing portions and maintained in sound condition.
(8) Porches and Decks. A porch or deck shall be constructed to be safe to use and kept in sound condition, in good repair and maintained to prevent missing, defective, rotting or deteriorated foundations, supports, floors, other members, and steps thereto.
(9) Structural Member. A deteriorated or damaged structural member shall be renewed, restored, repaired, or replaced as is necessary to serve the purpose as originally intended.
(10) Basement. Basement or cellar hatchways shall be constructed and maintained to prevent the entrance of rodents, rain and surface drainage into the dwelling.
(11) Decorative Features. Cornices, entablatures, bell courses, corbels, terra cotta trim, wall facings and similar decorative features shall be maintained in good repair with proper anchorage and in a safe condition.
